Chevy Chase Neighborhood Association
The Chevy Chase Neighborhood Association held its regular meeting on February 25th.
Among the items discussed were:
- Updates on Publix Construction
- Legislative update from our state representative Anne Gay Donworth
- City Council update from our Councilmember Liz Sheehan
- Gather input on future priorities for CCNA work
- Application for 319 Duke facility to operate rehabilitation home
The CEO of Roaring Brook Recovery, Victor Rivera, was present to give more information about the facility at 319 Duke, and he took questions from neighborhood residents. He announced that there will be two Open Houses at the facility on March 4th and 5th, each from 6pm to 8pm. The LFUCG Board of Adjustment Hearing will take place March 9th at 1:30pm; concerned residents may attend, or make their thoughts known ahead of time. More details on the Board are here.
CCNA takes no position on the proposed Conditional Use Permit for 319 Duke, but we want to promote communication and education about matters that will affect our residents.

CCNA Begins a New Chapter
The Chevy Chase Neighborhood Association began a new chapter with its meeting on August 27, 2025. Over 70 people attended, and over 40 households began or renewed their membership.
David Cupps was elected president, and other officer appointments are pending. If you have an interest in serving as an officer or block captain, please join the email list (see below) and you’ll get David’s email address.
State Representative Anne Donworth and city Councilmember Liz Sheehan were present, and they updated us on area news (including the Publix construction) and pending legislation regarding short-term rentals and accessory dwelling units.
Expect another meeting of the CCNA in the next few months.
The CCNA covers the neighborhoods between Tates Creek and Chinoe, from Chenault to Cooper.

Publix Construction on Romany Road
In 2025, the old Kroger (previously Randall’s) on Romany Road was demolished, and excavation has begun for a new Publix grocery store on its site. The new building will have 2 levels of underground parking, as well as a limited amount of ground-level parking.
Below is a recent rendering provided by the company. Latest estimates are that the store may open sometime in 2027.

Update February 20, 2026:
We are still under heavy excavation and now have started some of the forming supports for the precast wall coming in late March. The precast walls and parking decking will consist of over 400 pieces in all. These will be staged offsite and brought in and install daily. There will be about 8-10 pieces installed daily on the average. This depends on weather conditions and any issues that may arise. This will be done during between 7am-5pm Monday thru Friday. We do our best to have the least amount of impact on traffic but this will be challenging for about two months.Our estimates have the crane coming in onsite around the last week of March with starting the setting process on April 1st. This is our latest and greatest estimate at this time but if you have any questions or concerns, please let me know directly. I have added a couple photo below one of the jobsite conditions and precast exterior panel that is being prepared in Greenville SC. Next update late March.
Update January 8, 2026:
We are still plugging along with excavation and drilling holes into the ground for our underground parking garage. We will continue this for the next 45-50 days ahead before our precast concrete arrives in middle March. When the precast starts arriving we will keep you up to date on road closures during its arrival. Schedule is still moving well even with the very cold weather and snow. We will give you another update as we get closer to the end of February.
Update December 3, 2025:
We are almost completed at Duke and should be out of the way by Friday. Lexington Water is onsite at Romany Road bringing the main water connection into the site and will take 3-5 days to complete if not sooner. They have their own road permits so we do not control their schedule and impact. Excavation and drilling still underway for the upcoming months. Let us know if you have any questions or concerns. Update November 11, 2025:
We are a couple weeks away from finishing road work in Duke Road. As you can see, we ran into many issues in the road, but we are almost complete and will turn the road over to ATS to complete their work. They are not affiliated with our project but doing the road work around the area. New fencing and noise barrier is going in place around the new Publix and earth moving and excavation will begin in the coming days and will continue for the next 4-6 weeks as we dig out the hole for parking garage. This work will be done during normal business hours at this point. Have a great week and let us know if you have any questions or concerns.

Adopted by LFUCG City Council as Ordinance 244-2008 and effective January 1, 2009
Unless otherwise noted, the proposed standards shall only apply to single-family detached residential dwellings.
1. Rear Yard Setbacks:
- Measured 70′ from the Front Building Plane (excludes porches) or 10′ from the Rear Property Line, whichever is greater. Applies to all properties except those on Andover Drive, Garden Road, and Tates Creek Road.
- Measured 80′ from the Front Building Plane (excludes porches) or 10′ from the Rear Property Line, whichever is greater. This applies to all properties on Andover Drive, Garden Road, and Tates Creek Road.
2. Building Heights:
Maximum of 30′ to highest ridge and maximum eave height (aka gutter line) at 2″ floor ceiling line including dormers. (Excludes new additions which may exceed 30′ in order to match existing ridge lines, eave height measured at top of fascia board)
3. Roof Pitch:
Minimum 7:12 slope for Gabled Primary Roofs (Excludes dormers, single story flat roofs, roofs built to match existing roof pitches, and for allowable projections per Article 15-5 of the Zoning Ordinance)
4. Wall Openings:
Minimum of 10% of the wall plane on each elevation of new construction is to be windows, doors and/or vented openings; however, no openings shall be required if Building Code requires Fire Ratings. (Excludes any new construction with a wall plane area of less than 150 square feet, chimneys, and side walls of dormers)
5. Parking for Single-Family Attached and Multi-Family Dwellings:
No parking in front of the front building plane of the principal structure on the lot. Garage doors shall not face the front building line. (Excludes detached garages)
6. Accessory Structures:
Maximum footprint of 800 square feet for all accessory structures per lot. Maximum 22′ height to roof ridge, maximum 12′ height to eave (aka gutter line). No exterior stairs shall be permitted. Maximum 50 percent of roof square footage allowed to be shed dormer. (Eave height measured at top of fascia board and does not apply to dormers, and no minimum roof pitch required on accessory structures)

Bylaws, Leadership & Getting involved
On August 27, 2025, the CCNA began a new period of activity after some dormancy associated with COVID. A large group of neighbors gathered, paid dues, and voted to elect David Cupps as their new President. Additional officers and volunteer leaders are being recruited at this time.
The CCNA is governed by this set of Bylaws.
